Evidence that survives a ministry or board review
Define the critical roles. Show who entered the pathway, who completed supervised practice, and who is now in post. Completing an e-learning module is not localisation.
Saudization, Emiratisation, Qatarisation, and Kuwaitisation are valid outcomes when the learning intervention is causal — not when HR already had a hiring target.
